Fellow of Exeter College, University of Oxford, 1928–69. Author of Life and Leisure in Ancient Rome. Cicero, in full Marcus Tullius Cicero, (born 106 bce, Arpinum, Latium [now Arpino, Italy]—died December 7, 43 bce, Formiae, Latium [now Formia]), Roman statesman, lawyer, scholar, and writer who vainly tried to uphold republican principles in the final civil wars that destroyed the Roman Republic. The body of Cicero’s political philosophy is composed of three related elements— a belief in natural law, natural equality and the state as natural to man. “Cicero’s true importance in the history of political thought lies in the fact that he gave to the Stoic doctrine of natural law a statement in which it was universally known Second, Cicero presents different philosophical responses to the Central Question in order to moderate religion (ad moderandam religionem, DND 1.1) by ridding us of false beliefs about divine care: the Epicureans and Stoics replace ignorance with (what they take to be) ‘the truth’ about the divine, while the Academics rid us of false belief by insisting that we suspend judgement entirely about the nature of the divine.

In one of his letters to his friend Atticus (XVI. 11.4) Cicero says that he based the first two books of his work on Panaetius’ treatise of the same name. Cicero, who could easily be considered the father of just war theory, deserves our attention for several reasons. First, he presents a concise, coherent, and surprisingly modern just war theory, all in a single place: the first book of his work, On Duties (De officiis, 1.11.33–1.13.41).

He finishes this introduction with a very important nuance: Cicero was not a religious dogmatist, and he had his doubts. However, this nuance deserves more explanation for modern readers. Too often, modern readers – even scholars – think that having doubts is a sign of agnosticism or even atheism. This is by no means the case with Cicero.
